Nigeria Receives 20-Year ICAO Civil Aviation Master Plan To Drive Long-Term Sector Transformation

Nigeria has officially received a 20-year Civil Aviation Master Plan (CAMP) from the International Civil Aviation Organization (ICAO), covering the period 2025 to 2045, as part of efforts to reposition the country’s aviation industry for long-term growth and global competitiveness.

The strategic document was presented in Marrakech during the ICAO Global Implementation Support Symposium and formally handed over to the Minister of Aviation and Aerospace Development, Festus Keyamo, at the opening session of the international event.

According to a statement issued by Tunde Moshood, Special Adviser on Media and Communications to the Minister, the master plan is designed to serve as a comprehensive roadmap for modernising Nigeria’s aviation infrastructure, safety systems, workforce capacity, and investment framework.

Brandspur Aviation News Desk reports that the framework aligns with Nigeria’s national development agenda and is expected to guide policy direction, infrastructure expansion, and regulatory improvements across the aviation ecosystem over the next two decades.

The plan was developed with technical assistance from ICAO and initiated in September 2024 under its Capacity Development and Implementation programme, following approval by the Minister of Aviation and Aerospace Development.

It also included structured training engagements involving key stakeholders across Nigeria’s aviation sector to support effective implementation and planning coordination.

The Civil Aviation Master Plan outlines key development pillars, including airport infrastructure upgrades, adoption of advanced aviation technologies, and expansion of capacity to manage rising passenger and cargo traffic.

It also places emphasis on integrating unmanned aerial systems, strengthening aviation safety and security frameworks, and maintaining compliance with global zero-fatality operational standards.

Additional components of the plan include the development of aerotropolis airport hubs aimed at stimulating economic activity, job creation, and regional connectivity.

The framework further prioritises sustainability initiatives, human capital development, expansion of Maintenance, Repair and Overhaul (MRO) facilities, cargo infrastructure growth, and increased private sector participation in aviation development.

The plan also aligns with global green aviation standards, reinforcing Nigeria’s commitment to environmentally sustainable aviation practices.

In parallel with the master plan rollout, the Ministry has recently approved the implementation of biometric passenger verification systems at domestic airports to enhance security and streamline passenger processing.

This includes the deployment of contactless identity verification technology aimed at improving efficiency and closing security gaps across aviation terminals nationwide.

Nigeria’s aviation sector has witnessed several reforms in recent years, including improvements in aircraft leasing compliance, infrastructure funding approvals, and large-scale airport redevelopment projects.

These developments, combined with the newly adopted 20-year master plan, are expected to significantly reshape Nigeria’s aviation landscape and position it for stronger global integration and operational efficiency.
