…Warns Against Patronage of Unauthorised Health Facilities

The Lagos State Commissioner for Health, Professor Akin Abayomi has reiterated that the use of Rapid Diagnostic Test (RDT) Kits for COVID-19 testing in Lagos remains illegal until the State can validate that the kits actually work.

Abayomi stated this today at a news briefing on COVID-19Lagos Response, explaining that RDT kits have a very high risk of giving false positive or negative results which could be traumatising for citizens.

“In the event that a false-positive result is given, a potentially negative person will be subjected to trauma, isolation and treatment like a positive patient. And in the event that a false negative is given, a potentially positive person is allowed to continue to roam freely in the community regardless of his positive status and as a result, the use of RDT kits is illegal until Lagos State can validate RDT kits that actually work”, he insisted.

The Commissioner explained that the State Government had considered the use of Rapid Diagnostic Test (RDT) Kits as part of the strategies to expand its testing capacity but noted, however, that none of the RDT kits submitted for validation passed the required test.

“In order to expand our testing capacity, we considered the use of RDT Kits and to facilitate the quick validation of the RDT Kits and reduce the barrier of entry for proposed manufacturers and suppliers of RDT Kits, Mr. Governor paid the validation fees for the RDT kits.

However, upon review of several RDT kits that were submitted for validation, we can report that none of the RDT kits passed the validation exercise”, Abayomi disclosed.

While noting that the World Health Organisation (WHO) has not declared any RDT kit useful for public use, Abayomi stated that it is also illegal for private health facilities to test or manage COVID-19 cases without proper accreditation and validation by the regulatory authorities.

“It has come to our attention that several laboratories and health facilities are testing and managing COVID patients without proper accreditation and validation by the regulatory authorities.

Two laboratories were sealed as a result of this. We will continue to closely monitor all facilities that partake in these illegal activities and endanger the lives of all residents of Lagos State and instigate punitive measures to ensure they desist from such activities”, the Commissioner said.

Disclosing that only seven private laboratories were already accredited by the State government, he maintained that the second phase of accreditation and validation of laboratories will be conducted when the demand arises.

Abayomi added that the State Government has also only accredited three private facilities and is currently in the process of accrediting more, including general practitioners and small clinics, that are interested in partaking in the soon to be launched community-based and home-based care program.

“It is important to reiterate that the COVID-19 pandemic is a public health emergency and the Lagos State Government has adopted a central planning approach to managing its response”, he stated.

Assuring that plans are in top gear by the State government to scale up sample collection at the 20 LGAs to include the 37 LCDAs in order to improve the efficiency of sample collection in the community, Prof. Abayomi disclosed that residents will have access to free oxygen therapy at some of the centres if required, while arrangements will be made to transfer such a person to a COVID-19 Centre.

Abayomi hinted that the State government will in the next couple of days transition to the next phase of the COVID-19 response, which he referred to as the community-based care.
“Under the community-based care arrangement, we provide the opportunity for mild-to-moderate cases being managed and isolated at home in situations where this is allowed.

However, our critical-to-severe cases will be continually managed in our COVID-19 isolation centres, where they will have the opportunity of the best treatment available”, the Commissioner assured.

Stating that a date for the commencement of home-based care will be formally announced soon, Abayomi observed that vulnerable, elderly and severe-to-critically ill patients will be managed at the isolation centres to ensure that they receive the best possible care available.

Giving epidemiology statistics on COVID-19 cases in Lagos State, the Commissioner said that over 56,276 COVID-19 tests have been conducted so far while the total number of positive cases stands at 13,543, pointing out that of the 2,476 COVID-19 patients admitted so far, 2,075 have been discharged to reunite with society after recovery.

Abayomi added that no fewer than 9,066 confirmed COVID-19 cases monitored in the communities by the COVID-19Lagos response teams have either recovered or are positively responding to treatments, noting that 192 COVID-19 related deaths have been recorded in Lagos.

He disclosed that Eti-Osa Local Government has the highest number of confirmed COVID-19 cases with Eti-Osa, Alimosho, Kosofe, Ikeja and Oshodi accounting for 60% of the total COVID-19 cases in Lagos State.

Commenting on the COVID-19Lagos community engagement, the Commissioner for Information and Strategy, Mr. Gbenga Omotoso, emphasised the need for citizens to wear face masks correctly, especially in public places to curtail the spread of the virus.

Omotoso reaffirmed the State government’s commitment to securing the lives of citizens, disclosing that necessary precautions and guidelines stipulated by professionals will be taken before schools and religious centres reopen while the government will not take any risks with public health issues.

“Some of the reports we are getting that people do not want to wear face masks are not too good. What we are dealing with is a very dangerous enemy that has no remedy anywhere in the world. Humanity is just trying to curtail this terrible situation”, Omotoso said.

He maintained that the proper use of face marks will reduce the possibility of an infection and urged citizens to take responsibility for proper use of face masks, saying they do not need to wait for enforcement before adhering to directives on the use of face masks.

“I assure you that schools and religious institutions will be opened as soon as the go-ahead is given. We have to wait for the professionals so that we do not put ourselves in trouble. The State remains committed to securing lives and property of Lagosians”, he said.

LASWA Releases Alternative Routes Ahead of Partial Bridge Closure

The Lagos State Waterways Authority (LASWA), has released alternative waterways routes for the commuting public due to the planned partial closure of the Third Mainland Bridge from Friday, July 24, 2020.

A statement issued on Thursday by the General Manager, LASWA, Mr. Oluwadamilola Emmanuel, noted that the Agency has mapped out alternative routes through the waterways across the Lagos metropolis.

He listed the waterways routes that will be available at peak periods (6:30-9 a.m and 4:30-6 p.m) to include Ikorodu Terminal – Ebute-Ero, Addax Jetty (Sandfill), Five Cowries Terminal (Falomo); Ilaje Terminal – Ebute Ero – Five Cowries Terminal (Falomo), Addax Jetty (Sandfill) and Ilaje Terminal – Badore, Oke Ira Nla.

Others, according to him, are Badore (Ajah) – Ijede (Ikorodu); CMS Marina – Apapa (Flour Mills, Liverpool); Ajah (Badore, Oke Ira Nla) – Addax Jetty (Sandfill) and Five Cowries Terminal (Falomo) among others.

While imploring Lagosians to take advantage of the opportunity provided by the LASWA with the creation of alternative routes for commuters, he assured all passengers of their safety, stressing that the modern passengers’ boats are built and equipped with new technology and monitored in real-time to ensure passenger safety at all times.

Lagos Seals Banks, Hotels, Others on Airport Road for Physical Planning Infractions

The Lagos State Ministry of Physical Planning and Urban Development has sealed 43 structures on Airport Road, including 13 banks and 13 hotels for violating the Physical Planning Law of the State.

Speaking during the sealing of the erring facilities on Wednesday, the Honourable Commissioner for Physical Planning and Urban Development, Dr. Idris Salako stated that the buildings, most of which are in use, were either built without planning permission or built without conforming to their approval order.

He emphasised that the area, being an international gateway to Lagos State, must not be defaced with illegal developments, stressing that all physical developments on Airport Road and other areas of the State must conform to the planning laws of the government.

“It is by enforcing strict compliance with laws and regulations that we can halt the pervasive incidence of illegal and unapproved buildings, protect the Operative Development Plans of Lagos State and sustain an orderly, organised and livable environment”, he said.

Salako, therefore, urged those buying or renting property to ensure that the planning permits and Certificate of Fitness for habitation are in order to avoid their property being sealed.

The Commissioner averred that the Physical Planning enforcement exercise, which commenced some weeks ago, is aimed at eliminating the menace of illegal buildings and sanitise the built environment in Lagos State.

The European Court of Human Rights Requests the Government of Armenia to Ensure Adequate Medical Treatment to Illegally Detained Former Statesman Gagik Khachatryan

YEREVAN, ARMENIA – NEWSAKTUELL – 23 July 2020 – The European Court of Human Rights (ECHR) has satisfied on 21st July the application no. 54684/19 of the former Minister of Finance of Armenia Gagik Khachatryan, and has published its decision by which it granted an interim measure under the rule 39. The ECHR requested the Government of the Republic of Armenia to ensure immediate medical treatment of Gagik Khachatryan as well as right to be examined and treated by doctor of his choice, including foreign doctors.

The 64-year old prominent politician who has illegally been detained for already 11 months needs immediate surgery. The failure or delay to perform medical treatment contains serious and irreversible threats posed to his future health and life. Khachatryan’s attorney group has claimed this issue in all competent authorities of Armenia, including the investigation, prosecution authorities and courts of the Republic of Armenia. They have consistently ignored these claims depriving Khachatryan’s fundamental rights to receive an adequate medical treatment. The attorney group has also referred to the Human Rights Defender of Armenia and other human rights organizations, which have voiced their concerns regarding Khachatryan’s case.

 

“Armenian authorities under government of Nikol Pashinyan refuse to ensure Gagik Khachatryan’s adequate medical treatment. There is no doubt that this is a politically motivated case. We are sorry that even in case of existence of explicit threat to the life and health of the citizen of the Republic of Armenia, we have to ensure the exercise of the right to medical treatment on the request of the European Court of Human Rights” Khachatryan’s attorney Yerem Sargsyan said.

 

The former Minister of Finance Khachatryan is charged with the abuse of authority and misapplication of property during his post in state activity from 2008 to 2014. Khachatryan does not plead himself guilty for the charges brought against him and his attorney group has voiced dozens of cases of offences and pressure within the last 11 months, including the illegal and out-of-legal-logic prosecution against members of Gagik Khachatryan’s family.

 

Gagik Khachatryan is a prominent Armenian politician and government official who retired in 2016. While at the office, he was considered as one of the wealthiest government officials in the country according to his annual declarations. After the political changes in 2018, a series of criminal charges were filed against many former politicians. This includes presidents of Armenia, Robert Kocharyan and Serzh Sargsyan and other senior officials. Politically motivated charges have been also filed against the current parliamentary opposition leader Gagik Tsarukyan. Despite the abundance of investigations and criminal cases, there is not a single judicial act having entered into force on any trumpeted criminal case. Instead, the country has plunged into turmoil of bitter debates, fraught with risks of forming unfavorable perception on the domestic stability along with tensions in Armenia-Azerbaijan state border.

Converted Freighters (BCF) as part of the logistics company’s efforts to

freighters.

DHL Express is adding four 767-300 Boeing Converted Freighters (BCF) to modernize its long-haul intercontinental fleet with more eco-friendly and cost-efficient aircraft.

This is part of DHL’s effort to modernize its long-haul
intercontinental fleet with more eco-friendly and cost-efficient aircraft. The aircraft
are converted from passenger to freighter configuration by Boeing to fit the
needs of DHL Express and meet the rising global demand for express services.

of belly space in passenger aircraft, there could not be a more opportune time
to add these freighters to the DHL Express air network,” said Sean Wall,

capability as the 767-300F production freighter with approximately 50 tons
structural payload at a range of approximately 3,000 nautical miles (5,556
kilometers) and 412,000 pounds (186,880 kilograms) maximum takeoff weight.
