Nigeria’s Economy in H2-2020: Can stimulus packages prevent a recession?

In response to the COVID-19 pandemic, the FG and CBN have announced some stimulus packages aimed at easing the overall negative impact of the pandemic on businesses.

However, the quantum of the stimulus compared to the size of the Nigerian economy may mean there would only be a marginal impact.

To give perspective, the total amount of monetary support announced by both the FG and CBN is estimated at c. N5.3tn ($14.6bn), equivalent to 3.7% of GDP. However, we expect access to intervention funds to be limited to the formal sectors and big corporates.

Thus, leaving the country’s large informal sector (above 60.0% of the economy) exposed to the vagaries of the COVID-19 pandemic.

Also, given that the current crisis is supply-side heavy (restriction of movement and business shutdown), it is clear that the demand-side responses by both the fiscal and monetary authorities (liquidity injections) would not be enough to prevent an economic the contraction in the short term.

Lagos State Governor, Mr. Babajide Sanwo-Olu on Tuesday commissioned a 48-Chamber morgue facility at the Infectious Diseases Hospital, Yaba in Lagos.

Speaking at the commissioning of the state-of-the-art morgue facility, Governor Sanwo-Olu said the new morgue, donated by IHS Towers to the Lagos State Government will be available to serve the entire Lagos State and not just the Infectious Diseases Hospital.

He said: “Death is not something we pray for, but we also fully accept its inevitability. And we know that when it happens, it is absolutely necessary for the departed to be treated with care and dignity until it is time to commit them to mother earth. This is why we have morgues, and why we will never shy away from expanding our morgue capacity.

Not because death is palatable but because it is inevitable.

“I recall that in April, we experienced congestion in mortuary capacity in Lagos State. The fact that the COVID-19 lockdown coincided with the end of Lent that month deprived many families of the chance to bury their loved ones. And we had to open a special window for funerals to take place, so as to decongest the mortuaries.

“Even though those were exceptional circumstances, it was clear from that experience that Lagos could do with an expansion in its morgue capacity. Now IHS has stepped up and very generously donated a state-of-the-art morgue facility to the Infectious Diseases Hospital.

It will, of course, serve not just the IDH; it will be available to serve the entire Lagos State.”

Governor Sanwo-Olu while commending IHS Towers for its good gesture to Lagos State Government, called on other private sector players to emulate the generosity and good corporate citizenship of IHS Towers.

The governor noted that COVID-19 pandemic has brought all hands on deck, to support the efforts of governments in Nigeria and globally.

“In recent months we have seen first-hand the immense support and generosity of the private sector, especially to the healthcare sector in Lagos State; significant donations of infrastructure, consumables and so on, to help strengthen our medical systems at a time when it is under great strain from the Coronavirus pandemic.

LASG, USAID Sign Letter of Cooperation to Develop Electrification Plan

Lagos State Government and the United States (U.S.) Agency for International Development (USAID) Power Africa Nigeria Power Sector Program (PA-NPSP) have signed a letter of Cooperation to develop electrification plan for Lagos.

The agreement was reached on Tuesday during a virtual signing event when the representatives of the Lagos State Government and the U.S. Agency for International Development (USAID) Power Africa Nigeria Power Sector Program (PA-NPSP) executed a Letter of Cooperation to formally launch the Lagos State Integrated Resource Plan (IRP) initiative.
The Lagos State Integrated Resource Plan, which will be developed in close coordination with PA-NPSP, will serve as a roadmap to guide the development and implementation of a comprehensive electrification strategy that is best suited to the long-term needs of Lagos State.
The Integrated Resource Plan, when developed, will be an effective tool for improved planning and decision making towards accelerating successful investment in the electricity sector and ultimately increasing electricity accessibility and reliability in Lagos State.
Speaking during the virtual signing ceremony, Lagos State Governor, Mr. Babajide Sanwo-Olu, said the Integrated Resource Plan is a priority initiative for the Lagos State Government.
“To improve access to electricity in sub-Saharan Africa, there is no better place to start than in Nigeria. The Integrated Resource Plan is a priority initiative for the Lagos State Government and it underpins our electricity strategy to ensure access and reliability to Lagos residents is a reality,” he said.
Governor Sanwo-Olu also expressed the State’s gratitude to the Power Africa Nigeria Power Sector Program for leading the initiative and also commended all the domestic stakeholders for providing support to ensure the Lagos Integrated Resource Plan becomes a reality and for their continuous support towards making Lagos greater.
Lagos State Commissioner for Energy and Mineral Resources, Mr. Olalere Odusote, while opening the event, said the development is a significant milestone in the implementation plan of the Lagos State Government towards improving electricity access in the State.
Odusote while noting the importance of an energy plan for sustainable economic development stated that “It is impossible to have a sustainable economic plan without an energy plan. The objective of the Lagos State Government is to deliver affordable, reliable, and sustainable electricity to Lagos residents, a key enabler for the vision of making Lagos a 21st-century economy. The Integrated Resource Plan will be a sustainable, long-term electrification plan for Lagos.”
In his remarks, USAID’s Mission Director, Mr. Stephen M. Haykin explained that “Power Africa recognises the importance of reliable electricity supply to Nigeria’s present and future. From an energy perspective, I can’t think of a better way to accelerate access to electricity than to actively partner with the Lagos State Government for the development of a robust Integrated Resource Plan.
To this end, it is vital that we support this initiative, as it serves as a critical planning process to meet consumers’ needs for electricity services in a way that satisfies multiple objectives for resource use.”
In support of the Integrated Resource Plan, PA-NPSP will provide an analysis and review of the power sector in Lagos State to develop a state-of-the-art planning mechanism that is best suited for the long-term electricity needs of the State’s residents, businesses, industries, and public/government premises such as hospitals and health clinics.
This roadmap will assist the Lagos State Government and the State’s energy stakeholders to predict power system requirements for the next 20 years, enabling the effective and efficient management of energy resources.
At the signing ceremony, the deputy chief of party for PA-NPSP, Mr. Tunde Gbajumo, emphasised the importance of collaborating with relevant stakeholders to develop sustainable solutions.
He explained that PA-NPSP and the Lagos State Government will work closely with various stakeholders in the Lagos State power sector to develop the Integrated Resource Plan and have already formed a Study Team composed of gas suppliers, the two Lagos distribution companies, generation companies, the Transmission Company of Nigeria, the Rural Electrification Agency and the Federal Government of Nigeria.
Gbajumo further said that “The Power Africa Nigeria Power Sector Program is excited to be part of this landmark event for the partnership between the Lagos State Government and USAID and hope that this event will serve as a further testament to the productive and sustainable growth of Nigeria’s energy sector.”

Gokada CEO Fahim Saleh’s dismembered body discovered by police in New York apartment

Police Tuesday said a man believed to be Fahim Saleh, the 33-year-old tech entrepreneur who founded Gokada in Lagos, has been brutally murdered in his condo in New York.

New York Police Department said Saleh’s corpse was found limbless and headless in a building on E. Houston St. at Suffolk St. on the Lower Eastside, New York. But the dismembered body parts were found at the scene of the murder.

He bought the condo in 2019 for $2.2 million, New York Post reported on Tuesday.

“We have a torso, a head that’s been removed, arms, and legs. Everything is still on the scene. We don’t have a motive,” NYPD spokesman Sgt. Carlos Nieves said.

Police were alerted to the crime by the victim’s sister who called 911 after discovering the corpse of her brother in his home.

Apart from his business in Nigeria, Fahim, a Bentley University alumnus, co-founded Pathao together with Hussain M Elius and Shifat Adnan in 2015.
