VAT now 7.5% as President Buhari signs 2019 finance bill into law

President Muhammadu Buhari has signed the 2019 finance bill into law in Abuja on Monday.

The bill was submitted to the National Assembly alongside the budget but the bill signing is coming 27 days after the 2020 budget was signed into law on December 17.

“I am pleased to announce that this morning I signed into law the Finance Bill, 2019,” a tweet on the President’s Twitter account read.

“We introduced the bill alongside the 2020 budget, to reform Nigeria’s tax laws to align with global best practices, support MSMEs in line with our Ease of Doing Business Reforms, incentivize investments in infrastructure and capital markets and raise government revenues.”

“This is the first time, since the return of democracy in 1999, that a Federal Budget is being accompanied by the passage of a Finance Bill specially designed to support its implementation, and to create a truly enabling environment for business and investment by the private sector.”

“I thank the leadership and members of the Ninth National Assembly for the hard work and support that have gone into the passage of the landmark Deep Offshore and Inland Basin PSC Amendment Bill, and the Finance Bill; both vital to the successful implementation of the 2020 Budget.”

The bill also made provisions for companies with an annual turnover of less than N25 million to be exempted from paying company income tax.

The Federal Government also raised the threshold from which stamp duty will be charged for online transactions from the current N1,000 to N10,000.

Silence before the storm: Russian speaking hacking group is attacking banks in Sub-Saharan Africa

The malware used in the attacks indicates that the threat actors are most likely to be an infamous Silence hacking group

LAGOS, Nigeria, January 13, 2020,/ — Kaspersky security researchers have reported on thousands of notifications of attacks on major banks located in the sub-Saharan Africa (SSA) region. The malware used in the attacks indicates that the threat actors are most likely to be an infamous Silence hacking group, previously known to be responsible for the theft of millions of dollars from banks across the world.

The Silence group is one of the most active Advanced Persistent Threat (APT) actors, which has carried out a number of successful campaigns targeting banks and financial organisations around the Globe. The typical scenario of the attack begins with a social engineering scheme, as attackers send a phishing e-mail that contains malware to a bank employee. From there the malware gets inside the banks’ security perimeter and lays low for a while, gathering information on the victim organisation by capturing screenshots and making video recordings of the day to day activity on the infected device, learning how things work in the targeted banks. Once attackers are ready to take action, they activate all capabilities of the malware and cash out using, for example, ATMs. The score sometimes reaches millions of dollars.

The attacks detected began in the first week of January 2020 and indicated that the threat actors are about to begin the final stage of their operation and cash out the funds. To the date, the attacks are ongoing and persist in targeting large banks in several SSA countries.

Kaspersky researchers attribute the attacks to the Russian speaking Silence group based on the malware used in the attacks, which was previously used solely in the group’s operations. In addition, the language of the malware is Russian: threat actors attempted to slightly cover this fact by typing Russian words using the English keyboard layout.

“Silence group has been quite productive in the past years, as they live up to their name; their operations require an extensive period of silent monitoring, with rapid and coordinated thefts. We noticed a growing interest of this actor group in banking organisations in 2017 and since that time the group would constantly develop, expanding to new regions and updating their social engineering scheme,” said Sergey Golovanov, a Security researcher at Kaspersky. “We urge all banks to stay vigilant, as apart from the large sums Silence group also steal sensitive information while monitoring the Banks activity as they video record screen activity. This is a serious privacy abuse that might cost more than money can buy.”

To protect from this and similar attacks, we advise financial organisations to apply the following measures:

  • Introduce basic security awareness training for all employees so that they can better distinguish phishing attempts.
  • Monitor activity in enterprise information systems information security operations centre.
  • Use security solutions with dedicated functionality aimed at detecting and blocking phishing attempts. Businesses can protect their on-premise email systems with targeted applications inside the Kaspersky Endpoint Detection and Response or use the Kaspersky Anti Targeted Attack Platform.
  • Provide security teams with access to up to date threat intelligence data, to keep pace with the latest tactics and tools used by cybercriminals.
  • Prepare an incident response plan to be ready for potential incidents in the network environment.

MSIG Partners with MyKasih to Support 130 Underprivileged Students in Sabah and Selangor

LUMPUR, MALAYSIA – Media OutReach – 13 January 2020 – MSIG Insurance (Malaysia) Bhd “(MSIG Malaysia)”, has teamed up with MyKasih to provide bursaries of RM720 per annum
(each) for 130 students in two schools in Sabah and Selangor.

 

The
programme, which developed out of MSIG’s involvement with FINCO (Financial
Industry Collective Outreach), is focused on children from underprivileged
families in the B40 income group. Student beneficiaries are
rendered assistance in the form of cashless bursaries via a contactless MyKasih
smartcard. Once registered, a spending allowance of RM30 will be deposited
twice a month. The students will draw on the allowances by using their MyKasih
student smartcard to pay for purchases of school books and stationery from the
school bookstore, as well as food from the school canteen. As part of the
bursary scheme, each student will also be annually reviewed in terms of overall
attendance and academic performance.

Health Promotion Board, one in 10 Singaporeans aged between 18 and 69 is obese.
If left unmanaged, obesity rates
— projected to hit 15 per cent in the next seven years ­– could swell into a
sizeable problem as the condition could lead to such potentially
life-threatening illnesses as heart diseases and stroke. For Dr Ganesh
Ramalingam

What are some
health risks of being obese?

In general,
being obese affects one’s level of physical activity and mental wellness, with

exercise, but failed to keep his weight down. Unlike most of them, however, he
is only 19. The experience undergoing bariatric surgery in 2017 to remove part
of his stomach was the “most painful thing” he has ever put himself
through. But since then, the full-time National Serviceman — who is 1.83m tall
and used to weigh 122.8kg on the 27.02.17 — has reduced his food intake
significantly and shed a total of 20.1kg weighing 102.7kg on 07.06.18. It is a
result he considers a “miracle”.

 

Parents considering
bariatric surgery for their teenage children should bear in mind that lifestyle
and diet changes must be made as a family for the weight loss journey to be
successful, said Dr Ganesh
Ramalingam

patent infringement suit with the regional court in Mannheim on January 09,
2020 against Nestlé Nutrition GmbH and its holding company Nestlé Deutschland
AG. Nestlé offers its infant formula Beba Supreme which contains two human milk
oligosaccharides — unique saccharides naturally occurring in human breast milk
only — for sale in Germany. Pursuant to the findings of Jennewein
Biotechnologie, Nestlé uses human milk oligosaccharides for the manufacturing
of its infant formula that are produced by a process being protected – among
other IP rights – by European Patents EP 2 896 628 and EP 3 131 912 (start of
protection: January 22, 2020) which are thus infringed by Nestlé.

 

As Nestlé offers its infant food containing human milk
oligosaccharides not just in Germany, Jennewein currently investigates measures
against the assumed infringement of its corresponding foreign patents by the
manufacturing of products such as Illuma, SMA, NAN and Gerber Good Start.

Human milk oligosaccharides (HMOs) are
complex sugar molecules that are only present in  breast milk. Excluding water, they are the
third most abundant constituent of human milk after fats and lactose. More than

Lagos Records Over 200 Motorcycle Accidents Monthly – Sanwo Olu

The Lagos State Government has announced plans to halt the abuse of traffic laws by motorcycle and tricycle riders, saying the menace can no longer be condoned.

A statement signed by the Commissioner for Information and Strategy, Mr. Gbenga Omotoso, affirmed that the ongoing enforcement of traffic laws will be stepped up across the State to check motorcyclists and motorists violating the laws.

The Commissioner explained that the violation of traffic laws by commercial motorcyclists was unacceptable, thereby necessitating the enforcement of the State Traffic Law 2018 to pave the way for the implementation of the present administration’s transportation project.

He recalled that the alarming negative statistics resulting from motorcycle accidents and the compelling need to enhance safety led to the introduction of the Lagos State Road Traffic Law 2012, which was reviewed in 2018.

Omotoso emphasised that the law makes the use of safety helmets by riders and passengers of motorcycles compulsory, the obedience of traffic lights and signage mandatory and the conveyance of more than a passenger, expectant women, adults with babies, as well as children of school age forbidden.

“Their operations were restricted on 475 roads, including highways and bridges” Omotoso stated.

The Commissioner said: “We cannot fold our arms and watch them disrupt the peace of the State. Over 1500 accidents involving tricycles were reported across the State from 2015 till 2019 while over 70 died and 250 were injured”.

He added that 30 robbery cases involving motorcycles were reported in 2019, out of which 20 were foiled by the Police, who arrested 25 suspects and recovered 48 arms and ammunition.

While reeling out statistics from the Lagos State Traffic Management Authority (LASTMA), Omotoso stated that no fewer than 619 people were killed or seriously injured in motorcycle accidents within 2015 and 2016, noting that a police report released during the same period indicated that of the 30 armed robbery cases recorded between July and September, commercial motorcycle riders perpetrated 22.

Over 200 cases of motorcycle accidents have been recorded monthly at health facilities across the State in the last three years”, Omotoso declared.

Bemoaning the era of indecency exhibited by motorcycle and tricycle riders, the Commissioner stated that their consistent and brazen disregard for the law, in addition to drug abuse by many should be a matter of concern for Lagosians.

“Okada is being used to escape after robberies. Besides, the influx into the State of many riders without traceable addresses and valid means of identification, in spite of the provision for a rider’s permit, remains a huge security and safety threat to residents,” the Commissioner said.

He asserted that “Aside from the sheer size of the industry, the level of indiscipline, security concerns and, particularly, the level of fatalities being recorded daily, demand appropriate and very serious sanctions. The government, in line with its T.H.E.M.E.S Agenda, is addressing the challenge decisively.”

The Commissioner affirmed that the resolve to strengthen security has reinvigorated the government’s commitment to instilling sanity in the operation of ‘Okada’ and ‘Keke’ business.

Oshodi-Abule Egba BRT Corridor ready in May – Sanwo-Olu

…Lagos Gov: ‘Second Phase Of The Project To Start Immediately’

…Corridor To Open With 200 Buses

Lagos State Governor, Mr Babajide Sanwo-Olu, has beamed a special focus on the ongoing construction BRT corridor from Oshodi to Abule Egba. The 13.68 kilometre-long route will be completed in May, this year, Sanwo-Olu disclosed while inspecting the project on Sunday.

Construction work has resumed on the project, which was started under the last administration. The project is being handled and supervised by the Lagos Metropolitan Area Transport Authority (LAMATA).

Upon completion, Sanwo-Olu said the project was expected to bring relief to residents, as it is expected to ease transportation challenges along the route.

The Governor said over 200 mass transit buses would be deployed to the corridor for immediate operations, pointing out that additional buses would be delivered based on an assessment of traffic situation and utilisation.

He said: “This BRT corridor was conceived with the intention to address congestion and transportation challenges along the Oshodi-Abule Egba corridor. We are fully back on this project and we are pushing the contractor to step up the pace of work on it. Once it starts operation, this will significantly bring relief and reduce traffic congestion and transportation problems along this route.

“We are hoping that by the end of May, we should complete the entire Phase 1 of the BRT infrastructure along this route. The work has been pushed up and the there entire project is about 75 per cent to completion. The rest of the construction activities to be done include completion of bus shelters, rigid pavements and terminals.”

Sanwo-Olu said the Government had started to address some impediments slowing down the construction work on the path, which, he said, included blocked drainage network along the route. The Governor said desilting of the identified drain channels at Katangowa market would be done to pave the way for completion work on the BRT lane.

The ongoing Phase 1 of the project will have 14 bus stations between Abule Egba and Oshodi. Five of the stations are bilateral, facing both sides of Expressway; nine medium stations. Also, streetlight facilities will be installed on the route in addition to pedestrian bridges being built along the path.

The Governor also said the Government would be acquiring land to build mega bus depots for the BRT vehicles to be deployed to the area.

After the completion of the first phase, Sanwo-Olu disclosed that work would commence on Phase II of the project, which will stretch from Abule Egba to Sango, later this year.

“The extension of the BRT corridor to Ogun State border is part of the solutions we are bringing to address traffic congestion along Lagos-Abeokuta Expressway and reduce it to the barest minimum. This will create a robust transportation model for our residents living in border towns.”

The Governor warned against indiscriminate dumping of refuse on the BRT corridor, stressing that the Government would not condone one-way driving along the route.
